Added resize_to_ layer

evaluations.  It wasn't assigning these values into the entire state of the
solver, causing it to be a little busted if used.

Set istream flags to 0 in old_deserialize_floating_point.  This was flagged by [[nodiscard]] warning in MS compiler.
